Though, on account of his mutation, his hair is of a silvery colour, as well as seemingly being quite glittery and sparkly, well visible in lighted areas.
In terms of his clothing, his casual wear will often consist of any variety of warm jackets paired with baggy trousers, ranging from jeans to sweatpants to even just plain old pajama pants. Though his outfit on duty is quite a stark turn. His on duty outfit consists of a lightweight, and excessively detailed robe complete with an ocean & navy blue colour palette, with flowing (and detachable) tassels at the end of each sleeve with sharp, and sophisticated features. Not to mention a flashy (and also detachable) cape branded with a symbol of a large shield with a star adorning the centre. Under this robe is a slightly more protective outfit, a long sleeved shirt with small, shield-like pieces of protective plating on the cuffs of the sleeves, paired with the shirt itself being lightly woven with kevlar. The loose pants that come with this sparkle as well, as does the robe.
Personality:
To put it simply, Fallon is a young man heavily driven by his moral standards, on top of never wanting to have to sit down and take abuse. His life has taught him many lessons, and not sitting down and taking crap was one of them. When push comes to shove, Fallon hates being on the shove end of things, always wanting to push past obstacles and blow away anything or anyone that wishes to drag him down and force him to stop.
However, this side of him only really surfaces when it comes down to it, of course. Since in many other cases, Fallon presents himself as a generally polite young man. Often trying not to offend or upset people he carries a degree of respect to, though in saying that he is also incredibly blunt. Not one for telling white lies unless absolutely necessary, that being said, despite craftiness not being one of his strong suits, he’s quite good at picking out lies and deceit, having lived in and around it all his life. Honesty is a policy of his in most situations, and he expects the same from those he interacts with.
Despite the nature of his mutation, Fallon is anything but lazy, often getting frustrated with himself if he spends too much time sitting about doing nothing. Though, because of his insomnia he sometimes has a hard time actually finding the motivation to do so on account of the frequent sleepless nights he finds himself stumbling into, which inevitably mounts up frustration. Though, he isn’t a very expressive person in most situations, tending to keep his emotions pushed to the side so as not to show any signs of weakness if it comes down to it. ...Though that isn’t to say he is without vulnerabilities.
Overall, Fallon is a young man who will try his hardest for himself and for those he cares for, all the while trying to exceed his limits to get away from the life he narrowly managed to escape, his morals guiding him.

His parents never told him how they ended up in China from their home country, but that can be mostly attributed to how absent they were from his life, with his father having disappeared from his life early on, mostly due to alcoholism, and his mother working herself half to death in sub-minimal wage jobs to very narrowly keep themselves afloat, if not failing to do so half the time.
Because of this life amongst the slums of Beijing and unavoidable exposure to the likes of scumbags and criminals, Fallon had to learn how to deal with these things very quickly, to force himself to stay awake at night, to have eyes on the back of his head to keep people from taking what little his tiny family had, though he had trouble sleeping at night even without these things on his mind. However, this became less and less of an issue as time went on (albeit only slightly), his mutation became more prominent, as did the ideals of heroes in his mind.
Though he was never a fan of how popularised they were as a form of media, mostly denoted from the camera crews he'd see tailing these superstars, he respected the work that they did. Even if half of them did it for fame and glory, they were still saving people from coming to harm, still locking away the bad people that intended to use their powers and talents for evil.
That was something he wanted to become, someone people could rely on to keep them safe from evildoers, so that they wouldn’t have to fear for their lives like he had his whole life. He had an eye-catching power with the potential to do good for the people of China, the potential to make a difference. And with his situation slowly and steadily growing worse, it was time for a change.
It was time for him to push away from the life of poverty he’d been stuck in, and no one was going to hold him back.
He worked tirelessly for two years to get to a point of where he could finally break from the cycle of poverty he was caught in, frugally saving every penny and pushing himself through uncountable instances of exhaustion and sleeplessness to get to a state where he could finally get out of and away from the slums, to somewhere better. His sights were on Hong Kong.
And from there, his journey began. With what little local renown he had from people having seen his unintentionally flashy mutation in action, he strived to make a name for himself as a Superstar. Fallon’s mutation is a blend of both his mind and body, effectively an extension of himself controlled by his force of will. His mutation allows him to generate a volume of a glimmering, blue sand-like substance, aptly titled ‘Stardust’ which he is capable of manipulating with his mind. On its own, it works no differently to standard sand and will evaporate once he loses a mental grip on it. However, the truly unique properties stand out when this Stardust forms together.
With this, Fallon can create constructs of varying sizes and shapes, most notably being those resembling animals or humanoids, which will appear autonomous and will move to Fallon’s beck and call, being manipulable with a degree of Psionic control paired with vocal commands. Though he can create 'inanimate' constructs, bearing higher durability and usability as equipment, however these must be connected to a living construct, which will effectively make them a part of the construct, sharing their durability with the construct, being evaporated immediately if they are ever removed from the constructs and causing heavy damage to them.
The constructs themselves are quite solid, and depending on the size and amount of Stardust used to create them will have varying durability and power, varying from being as fragile as thin wood and as strong as a small dog to being tougher than a steel wall and more powerful than a moving car. Allowing for soldiers of varying strengths to come into existence. Mobility works in a different regard, with the constructs often being capable of unnatural movements and higher than normal agility. But, the larger the construct, the slower they are.
Any equipment the constructs are made with will often be much denser than the constructs themselves, allowing for heightened durability to be used as weapons by them. Though disarming a construct will cause significant damage to the construct itself, Fallon can reconstruct them with relative ease, coming at a cost of some of his Stardust buffer.
It takes time for him to create these constructs, and as such he can only create one standard human-sized construct at a time, anything smaller can usually be done in a couple of seconds while anything larger will need to be a combination of two constructs done in a short period of time, or over the span of half a minute or so. On top of this, the maximum range a construct can move away from Fallon is ten meters, and they cannot be forcibly dissipated unless they are within four metres of him.

This mutation is entirely linked to the wellbeing of his mind and body, and as such any variance of these things will alter how effectively his constructs will stay intact and how effectively he can control them. If Fallon is injured, his constructs will be easier to destroy. If Fallon is struck by a bout of emotional discharge or a headache, he’ll have a much harder time controlling them.
On top of this, the more Stardust exists, the more he has to exert himself. Meaning, the more he has out the harder it is for him to move himself around and think straight. Putting out more constructs and more Stardust means he’ll leave himself more open to attack, whilst also being less able to give complex commands, which involve a series of thoughts accompanied by a single verbal command to cement it. Having to let out another command to order the constructs to undergo a different task.
In addition to this, multi-tasking will also put a strain on his mind, having a number of constructs in existence at a time all focusing on different tasks means he needs to continually be actively pushing them onto these tasks, which can lead to collapse or further weakening of his abilities.
In regards to the durability of his constructs, they will function like ordinary living beings in a lot of ways, if they are to take too much damage, Fallon can't simply create more Stardust to reinforce them, they will evaporate if they are hit too often, or if they receive a blow that would ordinarily be close to, or objectively fatal to the living being equivalent of the construct.
Also, Fallon's body has a 'buffer' of how much Stardust he can create within a certain period of time, and his body will not begin to restore this buffer until the Stardust in existence is evaporated in one way or another. As a standard, it takes his body about 5 minutes to restore a standard humanoid's worth of Stardust. If he tries to produce more while this buffer is lacking, his body will be wracked with agonising pain, both physically and mentally for a few seconds. This buffer contains about 4 standard humanoid's worth of Stardust at a time.
Not to mention, commanding constructs in a quiet manner is not possible, he needs to state his commands normally (or shout them) in order for them to take effect, in doing so his voice actually booms up to twice as loud, whilst backing the command with an echoing effect as well. Certainly giving off an aura of authority, but this doesn’t allow him to be sneaky when using his power, not if he wishes to use it effectively.
On average, he can have a maximum of three standard humanoid sized constructs before his mind and body start to slip to noticeable levels, or one large construct about two and a half times the size of an average human. Any more and he’ll find it troublesome to give even remotely complex commands or move without great difficulty and pain.
As an aside, animal-esque constructs will often be quite a bit weaker than his humanoid ones, leaving them more used for mobility and utility purposes as opposed to combat when compared to his humanoid constructs.
And to top it all off, they will evaporate immediately upon being submerged in a sufficient amount of water, being made effectively of articulately shaped sand after all.

+With the way his mutation is, Fallon makes for an incredibly inconsistent opponent, able to utilise an enormous variety of different constructs to continually vary what an opponent will come up against.
-Though he can create constructs well versed in certain styles of battle, he himself isn’t even somewhat good at any of them. Being quite terrible at fighting things with his own two hands.
-Fallon is very heavily reliant on his mutation, and will more often than not find himself using it rather than even trying to tackle a threat without it, which can leave him very open to attack in a number of situations.
-Everything about his mutation, appearance, and usual ensemble is the definition of gaudy and obvious. As such, anything short of a frontal assault is very difficult for Fallon to pull off, lest his glittery hair give him away or the vocal commands required to work his mutation properly make his location known.
