Foli's general form is not entirely unique or different from the average person in China. With an Asian complexion an only slightly unusual stature of 5'10, one would assume that she would fit in. However, there are a few features that stand out.
Foli's skin colour is a pale green and her hair has a fern-like shape and is a darker green in colour. Upon closer inspection, one may find tiny shoots popping out of her skin on her arms, legs and back, if left unattended, they may start to grow leaves. Foli usually pulls them off due to them being "embarrassing"
Foli will often wear simple casual clothing like shorts and a t-shirt, however, prefers other materials to wool on the basis of it being too thick of a material. She wears her old white and blue jumpsuit that she wore while being tested on as a sort of Superstar uniform. The jumpsuit is fire resistant and unable to burn but does not provide extensive protection against heat.
Foli carries a Zippo lighter with a rose engraved on the side as a constant, she refuses to go anywhere without it. She uses this as a reliable source of flame.

Picture a plant entirely made of human body parts. Now stop, because that is horrifying. Foli is in essence, the exact opposite of that. Her body is almost entirely made of cells and biological matter that can be found in plants. While she is capable of almost all normal functions of being a person, some parts work differently by their very nature. Foli's brain is wired and simply created differently to the average person, resulting in some strange behaviour. This, as well as due to her internal organ system, results in Foli's lack of hesitation in eating raw and or decomposing meat, as it is not liable to affect her.
Another aspect of her difference that may be overlooked is the fact that Foli breathes in Carbon Dioxide and breathes out Oxygen. This would normally be rather inconsequential to day to day life, however, in conjunction with the chemical composition of Foli's saliva, (Which makes it flammable) Any open flame Foli is to blow on will expand and heat up rapidly, creating a fireball in whatever direction she blows towards. This fireball can extend to around 5 meters before dissipating, depending on how much force of breath is used.
Drawback:
Due to the nature of her power, Foli must consume large quantities of water daily and is affected by both plant and animal diseases. On the combat aspect of her mutation, many factors contribute to how useful it may be. Wind and climate conditions can affect the flame's effectiveness. Foli is unable to do anything without an open flame, and if she has been doing intensive exercise (I.e running, chasing etc) she may struggle to use her breath as effectively.
However, her primary weakness is to fire itself. Due to the high oxygen content and presence of other compounds in her lungs, if Foli is to breathe in the flame, she may very well explode.

In short, Foli is very unpredictable. The makeup of her brain leads to many odd quirks in her understanding and in her decision making. While she doesn't take any pleasure in the suffering of others and can be kind to some, Foli struggles with empathy and sometimes even sympathy towards others. She is often very blunt in her expression and will occasionally completely fail to understand some parts of social etiquette. Foli either doesn't understand or simply doesn't care about some taboos and norms, like eating raw and unclean food because it's primary aspects don't affect her. However, she will also sometimes find other behaviours and actions repulsive. Some of these relate to her mutation, some do not.
The matter of her identity is rather odd and somewhat worrying. Foli doesn't associate herself with being human, however, she does not explicitly consider herself to be a plant. This is somewhat true with her body being a replication of a human, making her not really a plant, but being made with entirely non-animal parts.
History:
Foli's adopted father, Feng Wu, CEO of Wu Laboratories, founded by his father, was in a rural village in China's south-west, negotiating for a deal involving the creation of a strain of rice that would thrive in the village's climate. One of the citizens of the village asked to meet in the outskirts of the village to discuss something of utmost importance. It was there that Feng was introduced to a 3-year-old child who appeared to be more plant than human. He was told that she'd been found not far from town, eating off the corpse of a goat. That was all he was told.
Ignoring all common sense, Feng took the child back to Wu Laboratories to study her. The company was still quite small, only being of a singular laboratory, unlike the name suggests. The rather tight-knit staff group of little more than 12 took her in and started raising her more like a daughter than a test subject.
Since there were no official records of Foli anywhere, they posed Foli as Feng's daughter. By the time she was 5, Foli indeed was his daughter, as far as the government was concerned. Foli doesn't remember anything about who she was before she was adopted, as one would expect at her age.
The offensive capability of her power was discovered on Foli's 5th birthday (The date chosen was her official adoption day) where the staff of Wu laboratories made the mistake of telling her to blow out the candles on her cake. Thankfully, there were no casualties except for the eyebrows of everyone in the room and one very very unfortunate cake.
Foli actually rejected the initial proposition from her father to leave and become a Superstar. Wu Laboratories had fallen upon hard times, and Feng had assumed she desired independence and freedom.
So it came as a rather great shock that Foli claimed that she wouldn't mind staying with her parents indefinitely, seeing no real difference in the quality of life to living out on her own, apart from being separated from her family and the staff, her only friends. She also stated that there was no benefit in going out to fight crime, as crime had little effect on Wu Laboratories, Foli believed that it was fighting a fight that wasn't hers to begin with.
With some coaxing and argument, Feng eventually got it into Foli's head that it was her responsibility to go out and make her own and for the company, it was the only way she could be convinced.
With some of Wu laboratories limited but not empty funds, an apartment was purchased in town where she could start her career, on the basis that some money would be returned to Wu Laboratories.
Strengths/Weaknesses:
+ In combat, Foli excels in medium size enclosed spaces, preventing the escape of her opponent, however, it must be big enough so that she may avoid burning herself.
+/- Due to her cells having cell walls, Foli's body is slightly more robust than a normal squishy person, she is also a little stronger, but not by any incredible margin. However, while being a little sturdier, Foli's body is also slightly more rigid, making her less agile.
- While she is not reliant on solar energy, Foli needs at least some time in the sun every so often. If trapped somewhere underground, she could quite quickly grow sick in the matter of a day or two.
- Foli has close to zero close-combat training, making her technique rather weak and unreliable
- Whether or not she is popular, its hard to not recognize her anywhere, making hiding in a crowd completely useless. If Foli is out in the open and someone is looking for her, they won't have much trouble.

+ Fertilisers - While they are probably good for her, no-one has the guts to tell Foli what's in them, but their biggest concern is that she might not care
+ Being solitary - Foli isn't phased about being alone, she enjoys the quiet
